Rumoured plot and state of city.
Within the last few days fresh rumours of a plot to raise rebellion in Canton have made the Viceroy very uneasy. The Chinese Minister at Washington having reported that Sun Wên, the leader in the attempted rising last autumn, was living in California, and had leagued himself with certain Americans to have large quantities of war munitions shipped into Kwangtung through Hong Kong, the Viceroy sent Wang Ts'un Shan to implore me to urge the Hong Kong Government to investigate the trade in arms lately done in the Colony with a view to restrict the sale by proclamation as was done in 1891. About the same time, Dr Knappe, the German Consul in Hong Kong, told me that he had been warned to expect a call there very shortly from Sun Wên, with whom he is acquainted. I forwarded
